As in most large urban areas, the 1st District of Lyon is home to the city's Hotel de Ville (‘City Hall'). Located in the northern part of the Presqu'île peninsula, this neighborhood stretches east to west between the Rhône and Saône Rivers. Its northern boundary with the 4th District is found at the top of the Croix Rousse Hill at Boulevard de la Croix Rousse. With the southern slopes of this hill, it proudly boasts a large part of this picturesque area. Its southern end, which borders the 2nd District, runs along the boundary of the Terreaux neighborhood, the historical area of the Presqu'île.

Strong historical and architectural wealth of these neighborhoods the 1st district is the administration of the city with the Mayor in his City Hall (see Terreaux district) but also the culture with the Opera de Lyon.

The recent history of this opera house is made of the creation ex nihilo in 1983 by the Orchestra of the Opera quickly associate young instrumentalist and seasoned leaders to switch desks and directory creation, operatic and symphonic.
